Scope: HSE management
Requirements:
– A recognised engineering or science degree or equivalent qualification,<br/>– Additional HSE related post graduate qualifications, accreditation or training, <br/>– Previous HSE Manager experience not less than 5 years,<br/>– Professional job experience in International Oil Companies or National Oil Companies or Project Management Consultants not less than 5 years,<br/>– International work experience in mega and major projects not less than 5 years,<br/>– Offshore experience is a significant advantage,<br/>– English – upper-intermediate,<br/>– Experienced Microsoft Office user,<br/>– Knowledge of specialized software for technical safety and risk modelling (e.g. Bow TieXP, PHAST Risk, PHAPro, etc.).
Responsibility:
– Facilitate the organization of HSE supervision over the quality of HSE in construction, installation and other activities, as well as their compliance with the approved HSE documentation, detailed drawings, construction HSE standards and regulations and terms of reference; provide support to other Project Departments during the implementation and application of industrial safety and occupational health.<br/>– Positively influence on HSE behaviour of project management team, employees, contractors, sub-contractors, communities and key project stakeholders.<br/>– Develop a proactive project HSE culture based on Zero Harm.<br/>– Take part in the development of long-term and short-term plans for engineering and capital construction, as well as for sites and facilities commissioning.<br/>– Take part in the development of value improvement opportunities for the field facilities in construction and operation.<br/>– Plan the Project HSE-MS and the preparation and delivery of HSE documentation for basis of design for engineering and construction including operations for the project as a whole.<br/>– Developed SMART KPI’s to measure Company and Contractors' HSE MS performance.<br/>– Ensured that effective HSE organisations were developed and embedded in all key project activities and functional disciplines.<br/>– Manage, coordinate and oversee the development of a project specific set of HSE processes, procedures and tasks to compile the project HSE-MS.<br/>– Organize the preparation of reports on current project HSE status.<br/>– Align the project execution to the Project HSE Plan.<br/>– Facilitate HSE with contractors for surveys, design, construction and installation activities, as well as for the supply of materials and equipment; monitor the HSE performance of contractual obligations; and, if necessary, initiate decisions on penalties stipulated by the contracts.<br/>– Control HSE during the execution of engineering and capital construction plans, timely issue design, estimate and technical HSE documentation for construction, observe the applicable HSE standards for construction, production facilities and fixed assets commissioning duration and comply with the legislative environmental protection requirements and the internal HSE targets.<br/>– Develop the Contractor HSE Management strategies and implement the same.<br/>– Develop the budget and resources profiles to complete the planned activities.
