The health, safety and environment management system (HSE) in the LUKOIL Group Organizations is based on the requirements of the Russian law and is consistent with the best domestic and international practice. The chain of management starts from the central administration (PJSC LUKOIL) and goes down to each production facility operated by the LUKOIL Group Organizations.
Involvement of the Company’s top management:
Every year LUKOIL’s Management Committee reviews and approves the HSE Report that serves as a formal document for management analysis in this area. Following its review, decisions are made on the areas of further development, remedial and preventive actions. The data submitted in the report are also taken into account in adopting the LUKOIL Group’s Development Strategy and investment programs.
Key corporate documents:
The health, safety and environmental policy for the 21st century is in place. LUKOIL’s internal and HSE Management System standards that govern operation of the HSE Management System including identification of risks and related risk management activities, were developed.
Policy implementation facilities:
Long-term and mid-terms programs for industrial safety, improvement and protection of labor conditions, emergency prevention and response.
Audit:
Every year internal and external audits are conducted to inspect the HSE Management System in the LUKOIL Group Organizations. External supervisory audits are regularly performed by an audit firm.
Performance assessment of the management system:
The assessment is conducted following the results of monitoring which includes audits, production control and corporate supervision, as well as in the course of safety and environmental competitions. Every year Key Performance Indicators (KPIs) are set for each LUKOIL Group Organization.
The 2019 results of the latest in a series of recertification audits of LUKOIL and 43 LUKOIL Group organizations confirm compliance of the HSE Management System with ISO 14001 (Environmental management system) and ISO 45001 (Occupational health and safety management systems).

An ISO 14001 Certificate serves as an evidence that the Company has adopted an environmental policy and follows it in its operations, continuously improves the environmental management system and acts to prevent the environmental impact.

An ISO 45001 certificate evidences that the Company manages project risks inherent to the protection of health and safety of its employees and the local residents. The key elements of the certificate include identification of risk factors, risk assessment and control, compliance with regulatory requirements and continuous improvement of labor safety.
